旨揭條文係自公布日施行，主要係增訂第2項至第4項，規定高等考試各級考試、普通考試、初等考試(以下簡稱高普初考)、特種考試地方政府公務人員考試(以下簡稱地方特考)、公務人員特種考試身心障礙人員考試(以下簡稱身障特考)及公務人員特種考試原住民族考試(以下簡稱原民特考)及格人員，實際任職達公務人員考試法所定3年(高普初考)、6年(地方特考、身障特考及原民特考)限制轉調年限三分之一，因現職機關所在地與3足歲以下子女實際居住地未在同一直轄市、縣(市)，為親自養育該子女，得調任至子女居住地之機關，不受原轉調機關範圍限制，且原服務機關就該指名商調應優先考量。
