| 一、 | 依據國家海洋研究院114年6月9日國研海產字第1140002995號函辦理。 |
| 二、 | 本院配合行政院「向海致敬」政策、「2025-2028臺灣開放政府國家行動方案」及海洋委員會「三安四海」行動方針指導，開發GoOcean海洋遊憩風險資訊平台（含行動APP），以提供公眾查詢各主要遊憩海灘之即時海氣象環境資訊及運動風險分級，合先敘明。 |
| 三、 | 鑒於近日我國海域陸續發生多起海洋遊憩溺水事件，本院彙整多起溺水意外之GoOcean環境安全風險資訊分級實況，並提擬學校端後續運用之3項行動建議，整理如附件1。 |
| 四、 | 為便於學校端宣導防溺觀念，以利提升國人海洋遊憩活動自主風險管理意識，隨文提供海象環境評估紅綠燈三折頁電子檔，如附件2。 |
