一、該會為肯定及獎勵對公務人員保障暨培訓業務有重大功績或特殊貢獻人士，藉以提高其榮譽心與使命感，爰依獎章條例第9條第1項規定，訂定發布旨揭辦法。
二、本獎章之請頒，除由保訓會相關單位或其所屬機關主動推薦外，得由與請獎事實有關之機關(構)或團體推薦。審查結果經報請該會主任委員核定，以公開儀式頒給之。
